No 2-3 shift @ wot unless I let off throttle
Here are 2 passes the 1st is from a stop and I spun the tires the shift from 2/3 would not happen until I let off
2nd pass was a rolling pass and again it wouldn't shift until I let off. I have a brand new transmission from vince janice and a brand new converter from ptc. Any help would be appreciated

Probably a governor issue. Time to call Vince.
